RE:  Ethics Inquiry re Theresa Doherty


Dear Mr. Barnett:


            As a result of recent information we have received, the Laurelhurst Community Club Board of Trustees has questions about the propriety of Theresa Doherty serving as a voting member of the Children’s Citizens Advisory Committee (CAC).  In July 2007, the Seattle City Council designated Ms. Doherty as an alternate on that body.  Since then, four members of the CAC have resigned, three were forced to resign due to actual financial conflicts of interests and the other resigned on his own due to an appearance of a conflict.  It has now been proposed that Ms. Doherty be elevated to a voting member of the CAC.  The City’s Major Institutions Code calls for one citywide representative.  Ms. Doherty serves as the alternate for the citywide representative. 


Ms. Doherty is an Assistant Vice President for Regional Affairs at University of Washington.  It is a matter of public record that Children’s Hospital is a home to a significant portion of the UW’s Department of Pediatrics, arising from an intertwined relationship that these institutions have themselves publicized.  We question whether this relationship would be a conflict of interest or at minimum an appearance of a conflict requiring disclosure under the City’s Ethics Code, particularly relating to expansion of facilities for the UW’s own Department of Pediatrics. 


Could you please advice us as to applicability of the City’s Ethics Code to Ms. Doherty serving on the Children’s CAC?  If she has filed the full written disclosure required by the Code prior to engaging in official duties, could you please send that to us?
